Julie Marie Baldwin, Ph.D., is the founding director of the Center for Research and Collaborative Partnerships, Interim Vice Provost for Research and Innovation, and research professor at American University.

Dr. Baldwin’s scholarship centers on translational and evaluation research, bridging research and practice through rigorous evaluation, implementation studies, and practical data-driven improvements in programs and policies. An internationally recognized expert on veterans treatment courts, she leads national and local evaluations and initiatives that strengthen VTC implementation and outcomes. Her work more broadly focuses on behavioral health, substance use, and specialized populations, including the justice-involved, military veterans and personnel, criminal justice agents, and gangs. She also advances community-based health and social service initiatives, expanding access to care and resources for communities and specific populations.

Dr. Baldwin has extensive experience in program development, funding acquisition, grant administration, project management, and research infrastructure, fostering sustainable researcher–practitioner partnerships nationwide. To date, she has secured nearly $70 million in external funding to support collaboration, research, and innovation across justice, health, and social service systems.
