Sheila E. McCarthy, LMSW, is the Program Director of Training and Technical Assistance in the Center for Research and Collaborative Partnerships at American University. Sheila has nearly two decades of experience at the intersection of justice reform, behavioral health, and public systems change. She previously served as a Senior Program Manager in the Office of National Initiatives at the Center for Justice Innovation, where she led training and technical assistance initiatives across veterans, drug, community, and opioid courts, as well as statewide strategic planning and domestic violence prevention. Earlier in her career, she spent over a decade with the New York State Unified Court System in family court roles spanning domestic violence, child welfare, and substance use disorders. Grounded in procedural justice and trauma-responsive practice, Sheila holds a B.A. in Sociology from Boston College and an M.S.W. from Columbia University School of Social Work.
